In this inquiry, the Productivity Commission (PC) examines Australia’s opportunities in the circular economy to improve materials productivity and efficiency in ways that benefit the economy and the environment. Our inquiry will identify priority circular economy opportunities and advise on how best to measure progress and address barriers.

In undertaking the inquiry, the PC aims to both contribute to the evidence base for policymaking about Australia’s circular economy transition and to provide practical policy advice for Australian governments.

Call for submissions and initial submissions

Issued 16 / 09 / 2024

The Commission (PC) issued a call for submissions to guide people in preparing a submission. It set out some of the issues and questions the PC has identified as relevant in the early stage of the inquiry. Participants should have provided evidence to support their views, including data and specific examples where possible.

Initial submissions were due by 1 November 2024.

As the submission closing date has now passed, the web ‘portal will be closed. A further opportunity to send in a submission will be available in February 2025.

Interim report release

The Commission (PC) seeks further information and feedback following the release of an interim report on 5 March 2025.

Despite recent efforts, Australia's progress towards a more circular economy has been slow. This interim report highlights the ways in which Australians are using materials more sustainably and efficiently and the barriers that are limiting them.

It identifies priority opportunities in six sectors (the built environment, food and agriculture, textiles and clothing, mining, vehicles, electronics), as well as cross-cutting policy issues.

Submissions are due by Friday 11 April 2025.

Final report to Government and release

The final inquiry report is to be handed to the Australian Government in August 2025.

The release of the final report by the Government is the final step in the process.

Under the Productivity Commission Act 1998, the Government is required to table the report in each House of the Parliament within 25 sitting days of receipt.
