On 13 November 2003, the Chairman gave an address, Indigenous disadvantage: assessing policy impacts, to the conference Pursuing Opportunity and Prosperity hosted by the Melbourne Institute of Applied Economic and Social Research and The Australian in Melbourne. Gary Banks also chairs the Steering Committee for the Review of Government Service Provision.
